CODIMI brings together certification professionals, fire safety specialists, technical assessors, business development personnel, independent associate experts and international partners with experience across fire testing, product certification, passive fire protection, structural fire engineering and market access.

Our team supports manufacturers, suppliers, project teams, consultants and asset owners across Singapore, Southeast Asia, Hong Kong, Mainland China, the United Kingdom, Europe, the Middle East and specialist refinery, marine and offshore markets.

CODIMI combines practical certification knowledge with technical understanding of fire performance, product conformity, testing strategy, factory production control, surveillance and international approval routes.

Dr Jifeng Yuan

Director, Technical and Certification Lead

Dr Jifeng Yuan leads CODIMI’s technical and certification activities across Singapore and the United Kingdom. He has extensive experience in fire testing, product certification, passive fire protection, structural fire protection, technical assessment and international certification strategy.

Before establishing CODIMI, Dr Yuan worked in the fire testing and certification sector, including with Element / Warringtonfire. His work covers Singapore PLS certification, voluntary product certification, HKISC PCCS-PFPP certification, UK / European technical assessment, Middle East market access, and refinery / marine / offshore passive fire protection.

Dr Mi Zhou

Certification and Quality Specialist

Dr Mi Zhou supports CODIMI’s certification, quality and compliance activities. Her role covers certification process control, quality system support, document review, certification records and internal coordination.

She supports CODIMI’s ability to maintain controlled certification procedures, traceable records and consistent certification operations across Singapore PLS, voluntary certification and other product certification activities.

Mr Mark Khoo

Business Manager — Singapore

Mr Mark Khoo supports CODIMI’s Singapore business operations, client coordination, certification administration and market engagement.

He has a background in testing, inspection and certification operations, including laboratory and field service coordination, operational process control and client service delivery. At CODIMI, he supports certification enquiries, quotation preparation, client liaison, factory inspection coordination, site inspection arrangements, label / Declaration of Compliance processes and operational follow-up.

Ms Sweelin Chong

Certification Project Engineer

Ms Sweelin Chong supports CODIMI as Certification Project Engineer. Her role includes certification project coordination, technical administration, client communication, document control, inspection coordination and certification record management.

She supports the practical delivery of certification projects by helping ensure that applications, project information, supporting documents, inspection records and certification outputs are properly tracked and coordinated.

Mr Boon K Lai

Certification Operations and Inspection Support

Mr Boon K Lai supports CODIMI’s certification operations and inspection support activities.

His role includes factory inspection coordination, site inspection support, sampling and component verification, project follow-up and implementation of surveillance and traceability activities. His background supports CODIMI’s work involving passive fire protection products, construction product inspection and practical certification operations.

Ms Phoebe Xu

Senior Business Development Consultant — China

Ms Phoebe Xu supports CODIMI’s business development activities in China.

She assists Chinese manufacturers and suppliers with initial enquiries, market access communication, certification route coordination and communication with CODIMI’s technical and certification teams. Her role supports manufacturers seeking access to Singapore, Southeast Asia, Hong Kong, the Middle East, the United Kingdom, Europe and other international fire protection markets.

Dr Wang Yehua

Structural Fire Specialist

Dr Wang Yehua supports CODIMI as Structural Fire Specialist.

His specialist input relates to structural fire testing, fire resistance performance, structural member protection and interpretation of structural fire test evidence. His role supports CODIMI’s work involving structural steel protection, applied fire protection systems, intumescent coatings, board protection, spray-applied fire protection and other structural fire resistance applications.

Technical and Regulatory Advisors

Mr Christopher Tan

Technical and Regulatory Advisor — Singapore and Southeast Asia

Mr Christopher Tan supports CODIMI as Technical and Regulatory Advisor for Singapore and Southeast Asia.

He is currently Principal Professional Officer at the Singapore Institute of Technology, and has extensive senior experience in fire safety regulation, emergency services leadership, civil defence training, emergency preparedness, industry engagement and professional fire safety education.

His previous career includes senior leadership appointments with the Singapore Civil Defence Force, including roles relating to fire safety regulation, civil defence training and operational command.

Within CODIMI, Mr Tan’s advisory input helps support a sound understanding of Singapore and Southeast Asian regulatory expectations, certification practice, stakeholder responsibilities and the practical context in which fire safety products are accepted and used.

His role is particularly valuable in helping CODIMI maintain regulatory discipline, professional judgement and responsible certification development in Singapore and the wider Southeast Asian region.

Dr Andrew Taylor

Technical and Regulatory Advisor — United Kingdom and Europe

Dr Andrew Taylor supports CODIMI as Technical and Regulatory Advisor for the United Kingdom and Europe.

He is currently Head of Technical at the Association for Specialist Fire Protection, the UK trade association for the passive fire protection sector. He has extensive experience in passive fire protection, fire resistance testing, product assessment, certification procedures, construction regulations, standards interpretation and market practice.

His previous career includes specialist technical roles involving structural steel fire protection coatings, fire stopping systems, intumescent coatings, product development, testing and certification.

Within CODIMI, Dr Taylor’s advisory input supports UK and European technical interpretation, passive fire protection practice, standards application, durability requirements, assessment principles and certification-route planning.

His role is particularly valuable in helping CODIMI approach UK and European fire safety product work with appropriate technical caution, regulatory awareness and professional discipline.

Independent Associate Experts

CODIMI works with independent associate experts where specialist technical input is required for particular product areas, standards, end markets or project applications.

Associate experts provide specialist technical support where appropriate. Certification evaluation, review and certification decision-making remain controlled by CODIMI in accordance with the applicable certification scheme, competence, impartiality and accreditation requirements.

Dr Mostafa Jafarian

Associate Expert — Structural and Fire Engineering

Dr Mostafa Jafarian supports CODIMI in structural fire engineering, façade fire performance, passive fire protection and technical assessment.

He is a Chartered Structural Engineer and Chartered Fire Engineer, currently Director — Structural Fire Engineering at Hydrock. His previous career includes Technical Director at Hydrock and senior technical / certification roles at Warringtonfire, including Technical Manager — Structures and Facades.

His expertise includes structural fire engineering, structural steel fire protection, façade performance under fire conditions, intumescent coatings, fire resistance assessment, performance-based fire engineering and tunnel fire.

Mr Chris Hughes

Associate Expert — Certification and Fire Engineering

Mr Chris Hughes supports CODIMI in certification and fire engineering.

He is a retired fire engineer with more than 40 years’ experience in the fire industry. His previous career includes Fire and Rescue Service experience and senior roles in fire engineering consultancy, including Maze Fire Consulting and Exova Warringtonfire.

His background includes fire safety strategy, means of escape, smoke control, structural fire protection requirements, certification process support, quality management and international fire engineering projects.

Mr Renaud Fagnoni

Associate Expert — Auditing, Fire Testing, Inspection and Certification

Mr Renaud Fagnoni supports CODIMI in auditing, fire testing, inspection and certification.

He is an independent fire safety consultant based in France, with specialist experience in European fire certification, reaction-to-fire and fire resistance testing, French fire regulation, factory production control and quality control of fire-resistant products, particularly fire-rated glass.

His previous career includes Efectis France, where he worked on fire testing, European assessments, factory production control audits and Asia-region certification activities, and Pyroguard, where he supported certification and testing of fire-rated glass systems.

CODIMI works with selected associated business partners where complementary expertise, regional knowledge or specialist market support is required.
Associated business partners are not part of CODIMI’s certification decision-making structure. Certification evaluation, review and certification decisions remain controlled by CODIMI in accordance with the applicable certification scheme, competence, impartiality and accreditation requirements.

Dr Imran Ahamed

Associated Business Partner — Fyrlink

Dr Imran Ahamed is associated with CODIMI through Fyrlink.

Fyrlink provides specialist consultancy in passive fire protection and structural fire engineering. This association supports CODIMI’s wider technical network where manufacturers, designers, contractors or project teams require specialist input on passive fire protection systems, structural fire performance, compliance strategy or product development.

Mr Chad McLean

Associated Business Partner — McLean Compliance

Mr Chad McLean is associated with CODIMI through McLean Compliance.

His background is relevant to passive fire product development, certification advisory, compliance pathways, ISO 9001 management systems, auditing and international product certification preparation. Authorised Representation Partner — Middle East Fire Testing and Certification

CODIMI works with Emirates Safety Laboratory as an Authorised Representation Partner for selected fire testing, certification and market access activities.

Emirates Safety Laboratory is a fire testing, certification and conformity assessment organisation based in Dubai, United Arab Emirates. Its services support manufacturers, developers, consultants, contractors and authorities requiring fire safety testing, product certification and regulatory compliance routes for the UAE, GCC and wider international markets.

Through this relationship, CODIMI supports manufacturers seeking coordinated access to Middle East fire safety product certification and testing routes, including Dubai Civil Defence-related product certification, Dubai Certificate of Conformity routes, and testing or certification requirements linked to local, GCC or international standards.

Efectis is an international fire safety organisation with capabilities in fire testing, inspection, certification, fire performance assessment, fire and explosion engineering, product approvals, technical expertise and special or on-site testing.

This relationship supports manufacturers requiring access to European and international fire testing, classification, extended application, technical assessment or certification routes. It is particularly relevant where products require European fire resistance testing, reaction-to-fire classification, CE / UKCA-related certification strategy, technical assessments, or recognition through established international fire testing and certification routes.

CODIMI’s team structure allows us to combine in-house certification control with specialist external expertise and international partner access where appropriate.

The purpose of this structure is to ensure that certification and technical assessment work is carried out with the appropriate level of competence, independence, technical review and regulatory discipline for the relevant product, standard, certification scheme and end market.
All certification work remains subject to the applicable certification scheme requirements, CODIMI’s internal procedures, competence controls, impartiality arrangements and certification decision-making process.
CODIMI’s advisors, associate experts and partners support the broader technical and professional strength of the organisation, but certification evaluation, review and certification decisions remain controlled through CODIMI’s approved processes.
