Introduction to the Singapore Product Listing Scheme

Singapore places strong emphasis on the control of fire safety products used in building works. For regulated fire safety products, the Singapore Civil Defence Force (SCDF) administers the Product Listing Scheme (PLS) as the regulatory framework for third-party certification, listing and continued surveillance.

Under the PLS, regulated fire safety products must be certified by a recognised, SAC-accredited Certification Body before they are supplied or used for relevant fire safety works in Singapore. The certification process provides assurance that the product has been tested, assessed, documented and controlled in accordance with the applicable product standard, certification scheme and surveillance requirements.

What the Product Listing Scheme is intended to achieve

The Product Listing Scheme helps ensure that regulated fire safety products supplied to projects are not only tested once, but are also traceable, controlled and subject to ongoing verification.

This is particularly important for life safety products, where changes in material, construction, production process, installation method, project application or scope of use may affect fire performance.

The scheme supports:

Regulatory compliance with the Singapore Fire Code;
Independent certification by an accredited Certification Body;
Verification of fire test evidence and supporting technical documentation;
Review of product construction, specifications and permitted variations;
Factory production control and product consistency;
Product traceability through Certificates of Conformity, serial labels and/or Declarations of Compliance;
Continued surveillance through factory inspection, site inspection and/or surveillance testing, where applicable.
